Garbage Decor 4

POIs make a lot of use out of the Garbage Decor blocks 1, 2, and 3. An idea for block 4 would be an accumulation of cigarettes as if an ashtray had been dumped or a person had been waiting for a while. Maybe there's an empty pack there too. Of course, stepping on it would make noise.

That would work. A burnt stogie in the mix would look good too, since we can craft cigars
