Game won't load Video options

The game will not let me make any graphics changes due to it not allowing the Video options to load either from the main menu or from in the game. If I try to load from the main menu, the game takes me to the game screen with no background and I have to CTRL ATL DEL to back out of the game. If I do it from in the game, eventually I am able to cancel the menu loading and play normally. No other aspect of this game is effected.

I would start with verifying the files. Make sure the client is excluded from security software scans.

Are you using any UI mods? I had the same issue recently and I just had to update a menu mod i had (smx). either that or just disable them to make changes.
