Game Freezes on Downloading World

We updated my server to a18 stable last night. None of the players who normally play on it have had any issues logging in. I however, keep getting stuck at 70% when downloading world. It freezes for a bit, then sends me back to the main screen. When I try to log back in, I have a 15 min temp eac ban. This is basically a rinse and repeat, try to log in, get stuck, get a ban. I have reinstalled the game, verified files, removed everything from the savedlocal file in %appdata%/7daystoDie as directed to from another forum and still cannot get past 70%. Does anyone know how to get past this?
