Windows Friend stuck on receiving and loading configs

I just rented a new server (Through G-Portal) and my friend who is trying to join is stuck on receiving and loading configs. She has done just about everything including reinstalling the game and still can't get past it. Anyone know of a fix at all?

Check the log of the server and of your friend while she's stuck at that spot. Hard to say without any errors/warnings that usually throw in this case.
