[FIX] Schematics craftable for A17exp b199

After a day long search on the www and forum to find a fix for not being able to craf any schematics on dedicated servers, I decided to overwork the recipes.xml and progression.xml files to allow crafting with schematics that are gated behind the "YeahScience" skill.

[EDIT] I've added the tool station fixes, the advanced engineering perk unlocks, the chemistry station and fixes for the hammer and the sledge hammer, aswell. So the zip file also contains an items.xml, too now.

I just lost a game because of vomit spewing vulture caused an unending wall of console errors. It kept attacking and I literally could do absolutely nothing, not even quit the game except through Alt-F4. I deleted the save because that vulture would have been waiting for me when I went back in.
