PC Fix Bugged Quest

Apparently you can cancel any quest from the quest options screen.

Exited game during a Tier 1 Fetch quest. Now the orange exclamation is back but it won't let me activate the quest again. The trader won't give me another quest because of the active one.

Is there a way around this? Can I cancel/complete the quest via a console command or is there some other workaround?

I actually looked for a way to cancel the quest in the quest options screen before posting, and couldn't find it. After someone confirmed on the Steam forums that it can be done I took another look, and finally found it.
