i always set up in the desert or plains, or as close as possible. often going as far as restarting a new game as many times as it takes to start in one of those biomes. the reasos i prefer those 2 biomes is that if you start in desert or plains, you are essentially starting the game with a nearly unlimited supply of food & drink. and in the desert, there is the bonus of a nearty limitless supply of heal8ng componeys. in my experience, the desert is the easiest biome to survive in and wasteland and snow are the hardest.
When we've played on Navesgane, I've tended to set up here too, as it's close to the centre of the map, the trader in the burnt zone and there's plenty of looting locations within easy reach.In navegane there is a lake spot kind of between the bookstore and tool store south of the road. That was always my favorite place to build because it had plenty of flat land and I wasn't near anything important. The farm NW of Diersville was always a decent spot to just due to the large amount of flat land.
In random gen it really just depends on my spawn. A little forge house if I can find them is ideal, but if not I will find a house in or near a city to go live in for the first bit until I get around to building my own base.
I tend to avoid the Wasteland and Burning biomes. I don't particularly care for the snow biome as my home, but it would be bottom three for sure. I prefer building in the light green biome just because I think it is the prettiest, but I typically go with any green or plains biome I find that has semi flat land.

I didn't have that issue at the farm, but it's been a long time since I played Navezgane so it could have popped up since I last played. That's really a bummer though because one could build a monstrous base without any terraforming.I tried a structure @ the farm but the corn falling over left the ground in invisible chunks that screwed up block placement or concrete simply never dried there... It was only on the actual farm land where the corn was...
