Is there a mod pack that adds faster vehicles?

There is a dev supercharger in the creative menu that is faster without needing a mod. Be aware that they limit the speeds because the game doesn't do well with loading chunks quickly, especially in larger towns. I'd recommend trying the dev supercharger and drive at full speed through the largest city on your map and see if you have any trouble with loading chunks. It may be best to try after you've already done a tier 5 POI just to see how things work after loading all of that data. If it works fine, then you can use a mod that increases speed for vehicles beyond that amount. If not, then you already have a supercharger that will go faster than what you can handle without needing mods.

To find the supercharger, enable the creative menu and click on the dev icon at the top. Then search for "vehicle mega mod" or just "mega mod". It will look like the normal supercharger except for the color.

I don't have any names of mods that change vehicle speeds specifically to be faster. Vehicle Madness has a lot of vehicles that have different speeds, but I'm not sure if any are faster than the mega mod. But modding that isn't difficult. You can mod the vehicle speeds themselves (and other properties) by editing/modding the vehicles.xml file.
