when i tried to start the t5 hybrid mining quest, i interacted with the flag, and it opened a command console, and then the poi kinda just disapeared.

Hybrid Mining POI is extremely bugged for me and my friends too. Many building are just not there. My friend got stuck in a wall that spawned where he was standing and now he can't loot, talk to trader or open his inventory. We think the POI is loading extremely slowly as we can see zeds being spawned in and random walls appear. It will take many real hours before it will get ready to go exploring
