Shooting through multiple zombies is ok, but being restricted to one type of ammo, an expensive ammo, is somewhat of a letdown. Maybe it does not match my play style?
What i think would make the perk more viable, is if it allows for shooting through blocks. For each point in the perk, you can shoot through 250 hp blocks? that way people won't be going crazy and shooting though concrete unless they have completely maxed out both perception AND penetrator.
