Does spawning zombies from the debug menu affect the BM horde? A17

I play on a public server and I have noticed anytime someone with admin access has spawned zombies at a particular location, I will get very few, or none, where I am. I was under the impression the BM horde spawned zombies for each player. Are these unnatural spawns affecting the normal bloodmoon spawns?

Maybe the admin spawns are meeting or exceeding the maximum number of zombies allowed on the server. That would leave none left over for you. Maybe.
