I'm trying to understand the difference between the two block.xml values but all that I can tell is that SecureLoot will drop a backpack if the container collapses and Loot will not. This behavior seems to be hard coded, but ideally I want to lazily change all values to SecureLoot since backpacks will only generate if there are items in the container to account for crafted vanity storage and insecure player chests/storage. Can anyone think of any immediate issues?
