PC Did they change how Hunter Mod works in Alpha 21?

So Im playing pvp with my friends and got my hands on a hunter mod, but noticed they not only lowered damage from 100% to 25%, but also they changed description of mod from affecting all living beings to affecting animals. In game files the only tag for mod is "animal" tag. Are players under an animal tag? Did they remove damage to player group from mod abilities?

Just looked into older XMLs, this change was made in A20. And no, I'm sure players won't be classified as animals.

An obvious bug if I ever saw one...anyone reported it yet? .
