Dedicated server not working anymore

Hey anyone else having issues with your dedicated server not letting others connect? I have tried all th ports listed and reinstalled several times and before you ask YES it is allowed through my firewall... a few months ago I was able to have people connect to our dedcated server but not now. I had to refurbish my server computer which is why it was down, but we recently got it back up and running and I did a fresh install of the server and no one can connect.

Any suggestions? Is this a pre A17 issue?
