dedicated server - issues with 17.2 spawning RWG map

Has anyone else seen this? - Whatever I try, I get the message "Exception: No element <WaterSources> found!"

When i was trying to spawn a 12k x 12k world, this error came up pretty quickly and ended the process. When I try smaller worlds, I get the same error, just much later in the process.

Ive tried this with fresh install of latest experimental. Ive tried in a vanilla setup and a modded setup... nothing works.

Seems there is no issue with Navesgane world generation.

Hoping someone can provide some assistance with this.

Game folder/data/worlds/water.xml (water? Waterinfo? You'll find it...)

...cannot have blank entries. Copy one from a working world into the folder of a non working one.
