I'm trying to set up a dedicated server for alpha 21 but there seems to be a version mismatch happening for me with a map I generated in B317. Upon looking closer I noticed that the server is still on B313, so I run a steamcmd app update, but it's still on B313... Has B317 been released for the dedicated server version of the game or am I doing something wrong here??

You are doing something wrong.
One possible hitch: steam changed steamcmd a while ago so you first have to change the directory it downloads to and then login.
Did you see steam downloading something? If yes, it probably has updated something, just not in the location you were hoping.
