In a PVE server, you can shoot at your friends and there is no damage. BUT when a player is in a vehicle... you will hurt them if you shoot at them. No vehicle damage just player damage. The expected behaviour should be no damage to player even if in a vehicle.
So to reproduce just hop in a PVE server without mods, ride a vehicle and have a friend shoot at you from outside while you are on the vehicle.

- Enter PVE server.
One players gets on a vehicle.
Another player shoots at the one inside the vehicle from the ground.
