PC creative mode question

I was on some kind of creative mode server, but then it got server wiped or updated or something, so I figured I would just build something on my own... but how do I install the creative tools that people are using? Like I know there was one that would kind of autofill in a section of terrain with a block type, that would be useful for example if I was making a parking lot.

IIRC that is in the dev blocks area of the creative menu. f1/dm/cm/dev/
