PS Constant 500+ ping and network timeouts in personal server i play on.

So the server i play on that a friend owns has constantly been crashing snd going to network timeout error all day I maybe get 5to10 minutes of severally laggy gameplay before it showed a network timeout, the owner has reset the server multiple times and its still doing it. Is the new game update causing this or what is going on??
