(I put this together using the XML files. These are just my opinions.)
Overarching concept: Sledgehammer melee armor set with a focus on "not getting hit".
Core idea 1: The sledgehammer has 2 main weaknesses; slow attack speed, and high stamina cost. I used the Biker gloves + boots as a heavy inspiration for my set.
Core idea 2: Medium armor is the "mobility" armor (using Custom Fittings mod in each piece). Heavy armor is the "high defense" armor. Light armor is the "low investment" armor. This leaves Light armor in a tough place, considering I usually just go from full Primitive armor set to crafting a T5 or T6 set of whatever I want. So, for mobility, it's Medium armor, and for tankiness, it's Heavy armor. For this reason, I made this set a Light armor set, because Light armor is somewhat of an underdog in end-game.
Set name: "Quickcrunch"
Category: Light armor
Helmet: 5/10/15/20/25/30% food/water use. (The bonus from Nomad helmet, but halved)
Outfit: 1/2/3/4/5/10 increased carry capacity. (Exactly the same bonus as the Lumberjack outfit)
Gloves: 10/20/30/40/50/60% increased entity melee damage, only when using a "sledge" class weapon. (the same bonus as the Biker gloves)
Boots: -2/-4/-6/-8/-10/-20% melee stamina cost, only when using a "sledge" class weapon. (the same bonus as the Biker boots)
Set: 2/4/6/8/10/12% increased mobility, 5/10/15/20/25/40% increased attack speed when using a "sledge" class weapon.
Thoughts: This set is supposed to be an alternative to the Biker set, Raider set, and Preacher set for a melee playstyle. Unlike those 3 sets, it gives no benefit against being hit.
Normally, each piece of Medium armor reduces mobility by 5% each, but with the maxed out Medium Armor perk they should each reduce mobility by 1.25%. Each Custom Fittings mod increases mobility by 3%, for a net gain of +7% mobility while wearing all 4 pieces of Medium armor. But with Urban Combat vol 6, medium armor receives the full +12% mobility during combat. Also, a full set of Medium armor, with Commando boots, will still run faster than this Quickcrunch is capable of. For this reason, I felt it wasn't unreasonable to give the Quickcrunch set a 12% mobility increase at max rank.
So, balance-wise, Quickcrunch is defensively worse than all Medium armor sets (and Heavy armor sets), but its mobility is roughly equal to Medium armor.
The 40% attack speed increase takes a Steel Sledgehammer (with maxed out build) from 47.6 attacks/minute to 61.2 attacks/minute. The math: 34 base, +25% Lightning Hands perk, +10% Spear Hunter vol 5, +5% The Fireman's Almanac vol 3, +40% Quickcrunch. That's approximately a 28.5% damage-per-second increase, compared to wearing full Biker's. You'll take more damage, but deal more damage with sledgehammers.
