Change City Size in XML

Is there a way to change the city size in the XML files? I've searched the rwgmixer.xml and biomes.xml files, but I cannot find where the city size is; and the hub size doesn't seem to affect city size. Many thanks.

You could have a look into Nitrogen. That lets you change size of cities and towns. Also give you a slew of other options.
