PC Can't make up my mind if this is a bug or not

I got a clear mission and there was only one zombie there. Seems like there should have been more than one but if not one, how many?

 
I've seen real life airtaskers requesting to remove a spider, so don't count yourself short. Clearing on Zombie is a real job :)

In all seriousness though, probably a bug.

 
It had 3 tents, one big tent, two small ones, a chemistry station, and about 15 or 20 corn growing. Whacked one zombie upside the head twice and it was time to go back to the traider.

The POI sounds familiar, one of the tier 1 survivor camps. Didn't happen to have a buzzard or two as well did it?

tested 2 times and both times i got 3 zeds and 1 vulture.

as i show in screen shots the volumes each show 1-1 spawn  (totaling 4 attacks) which worked for me.

Were you on a mission? I only had one z on a mission. A random encounter is not the same. I had visited this place and cleaned it out about an hour before I got the mission. It had three Z's and a buzzard.  Should not have left that information out.
