Can people use their own mods once they join a public server?

I have my own dedicated server and I have someone flying around as well as doing some other suspicious activity. The player told me the reason they were able to fly on my server was due to a mod they were using, I thought the mods used were the ones on the server side only. Is it possible to use creative menu and debug menu for other players? Gathering info for now...

There is no mod that would let someone fly that I know of and even if there was one, you as a server admin would have to install it by yourself. Players normally cannot use in-game flying ability if it's not allowed in server settings, so if you have cheats allowed, that could be the reason and actually, one of the better cases, because the other one is something you may not really like - If you didn't enable cheating on your server, it was probably someone using some sort of a cheating program with the intention to ruin the game...

They either have admin privileges on the server or they have a modified dll aka cheats. If you run the server enabling eac would most likely prevent them from working. There are ways to bypass eac but it is much more difficult.
