Basically, you can see that I clicked the "max" number on the forge, yet there's still more to be made. Any reason for this?

I can confirm this as well, I was just coming here to see if anyone else was having this issue.
It doesn't matter what I am making; forged iron, cement, bullet casings. Same result. Max get a large stack, then a small stack then 2 and then 1. It might get the last one, it might not. Annoying AF. Only started happening maybe Saturday night that I noticed.

This is a known bug and the comments on the bug report seem to suggest it's been connected to having the perk for forges up to level 3 or 4 (I forget exactly what the note said). You can add additional information to the bug report if you have any.
