Bug? Activated quest, quest started, exited game, restarted, now have to activate it again?

I was doing tier 1 quest for Jen "clear zombies" on "The Animal Hoarder". I was about 80% last night and had to quit.

This morning it says to "Activate" again.

Is this a bug?

Not a bug.  Quests have to be completed in a single run.  If you quit, you have to start over.

 
Dang that's rough. Suppose you are doing t6 quest and 1 zombie left, but suddenly there's RL event/emergency and had to quit? Or maybe planned internet loss / power outage?

Then you get to do it again or else do another one?  :)   You should certainly plan around your availability.  Higher tier quests take longer so be sure you have enough time to complete them.

Note that if you are on single player, you do have the option of pressing Esc to pause the game and then just start playing again later if you don't mind leaving the computer running.
