Biome Exclusion Quests Not work?

Made some quests that bring you certain biomes, I used the biome Exclusion and formated it several ways. It worked on my local, upload it to the dedicated server and the quests just take you wherever they deem okay.

My next quest I wanted to make Strictly wasteland quests, now I'm questioning if I can even do this 👀

TLDR, I want to make biome specific quests actually stick to specified biome
