Do I now need a new world with b317 from b313? me and my friend just put lots of time in :( and I would like all the new fixes if possible without restarting completely. I don't really understand the message...

If someone could inform me on this that would be great. Also love the new Alpha 21 btw, the game looks fantastic now (even if lagy in cities for now) and it was good enough to convince my friend to actually play the game now, so good @%$# :) .

 
No.  The small updates don't require a new map or save unless they specifically tell you that, which is not likely to happen unless there is a game breaking bug.
