Award exp/lvls at pre-defined times?

I wonder if it's possible to award the player(s) exp/skill/level based on the time of day? Say give all players a certain amount of exp at midnight, every day.

Or give all players lvl/exp on day 7, or day 8?

Would that be difficult to code? Or could it be done using buffs and timers?
