Are custom textures and models automatically pushed over in A18?

User on steam is claiming that custom textures are now capable of being automatically pushed to the clients without them having to have the files and i'm curious if its true as I did not see mention of it in the release notes.

I already did the test, it does not send the textures to the client. from dedicated server. .
