I would like to move the "press e to" whatever, to someplace further from the cross-hair.

its annoying when trying to shoot through frames

as far as i can tell for my experience everything in the UI can be moved or changed. but oh boi is a big pita. modding the xmls for the ui is a lot more complex than items or whatever else. check the forum, i have seen a lot of posts there with info will help you thru.

As far as I know currently there is no way to change positioning of text, health bars or durability text, that's shown when looking at ingame objects, that display "Press <E> to Open" etc.

You can however alter how the text looks:

But you need to do that in Localization.txt file, not the XUi XML files.

Yeah, I wish there were an option to do so, because I wanted to change how health bar shows up when you look at blocks, sadly it's not possible and probably might not be possible even in A17 based on video footage I have seen - they probably haven't changed that bit of code, but that's my speculation only, we will know only once A17E launches.

Editing how radial menu how it shows up is possible to some extent though:
