An actual terrain-smoothing tool for creative/prefab editor

We have the spherical distortion tool (the landscaping shovel dev tool), so the code exists in the game for a creative/prefab editor tool which is able to distort the shape of ground blocks, so why is there no tool to SMOOTH out those blocks? It honestly seems kind of amazing that no such thing exists after all this time - surely even the Pimps in-house staff must feel the lack of such a tool themselves sometimes? Or maybe they do have a tool for this but it's just not part of Creative or the Prefab Editor?

Over and over and over I've found myself wishing I had such a tool when making prefabs or customizing maps. Drives me nuts! Seems like such a simple, basic tool!

To be clear, I mean something which is averaging the terrain heights and shapes in the tool's focus area, reducing noise and, well, smoothing everything out. Is there a good reason we don't have this, because it's absence baffles me. 

 
I like the thought of that, but I don't know how difficult it would be.

If it were adaptive shape, intensity, and size, brushes like in Photoshop.

That is basically what the blur tool does. If it becomes a mod tool I

would be using it regularly. Then add a command to regen the heightmap

for permanence. That would help infinitely making hand drawn maps.
