PC All Intellect Skills Disabled. How to Activate ?

Something is messed up but it's impossible to say what that is.

I suggest:

Steam client -> 7 Days -> Right click "Show Game Launcher".

There you can do a clean uninstall. Steam is... not very reliable there.

Now you can install a clean version of A18.

 
Have you uninstalled it with the TFP launcher, though, or only with the basic Steam command?

 
What is TPF Launcher ?

TPF Launcher 7 Days to Die Game Launcher(Steam -->7 Days To Die-->Right Click -->Show Game Launcher) or Is it something else
