PC A17: Oil too scarce?

I can make Mini-bikes but I can't craft the Tires. Level 40 having done a fair bit of looting (on Navesgane), including wrenching many cars. Only had enough Oil to make 2 Tires, which I "blew" on a Pushbike 10 levels ago. This can't be right?

 
No oil, but I've found like 3 tires either by destroying tires laying on the road, or by looting boxes in a garage. (I want to say working stiff, but I'm not sure now that I'm thinking about it.)

 
You can make oil if you have or have access to a chemistry lab. Just bring some shale and tin cans.

Lucky looter 2-3 and salvage operation 2-3 will keep you in a supply. I have over 100 myself. Engines are a problem for me.

 
I cant tell you how much rage I had with my vehicles.... Worked out i could use plastic for tires, only getting 2 shreds per wheel on the road...

Just for the hell of it wrenched a tire and got 25 plastic for it.. Rip the 100+ tires I axed not knowing for the previous bike. Oil I'm not swimming but I have a stable 30 ish for repair kits at all times...

Now plastic is fixed I'm up against it for coal and duct tape. Coal is my shortage for tires. Cant seem to get any except burnt trees and rubbish piles :L

Duct tape for the frames and pieces... Bones are way slim on the ground now, doesn't appear to be any source for them bar the rare animal giving 2 and we've cleared out the local 3 cities of road based gore blocks.

TL;DR My oil source has been the hundreds of barns... loaded with working tools crates. enough oil to keep me pink so far.
