PC a17 can you use poor quality items to improve items any more?

I have a workbench and a bunch of crappy pistols, etc.... Can we no longer improve the quality of an item by combining it with other items?

If so how? I can't figure it out.

Nope. The quality system is now very basic. 1-6 levels only, and they do not degrade. So once you have a level 4 you can scrap all the level 3's and below.
