1. When a quest POI gets reset for a quest, how far down and up does the POI reset? Is it bedrock to to the top of the sky? Or if the POI only goes down below ground a few meters, say for a basement, then are only the POI elements reset and anything below it remains unchanged?

2. In online play, there is a setting that limits the amount of quests you can do per day that apply to your quest tier level. If this is set to 4, can I do 4 quests per trader, or only a total of 4 split between multiple traders?

3. Wasteland Treasures 4, says something about a hack to purify water. What does this do? Is this something I'd only see if I had dew collectors?

4. When and why did Trader Jen go from looking like Jennifer Lawrence to a random half-asian lady? Did JL sue TFP?

I've not made a study of it, but I do know that POIs have a defined size in three dimensions, so the game has enough information to only reset the POI itself, plus any "Parts" that are allowed to extend beyond the POI's bounds. It wouldn't need to reset from bedrock to ceiling if it didn't want to.

2. 4 total, yours and other players you're in a group with if you do theirs. Trader doesn't matter AFAIK.

3. It unlocks the pure mineral water recipe.

4. They changed the model in 2.5.

Only 4 quests per day, regardless of which merchant you take them from.

Although you can actually complete more quests, you won't progress. You will, however, receive a reward.
 
That purified water is great and gives you 60 water instead of 20-24 like regular water or Red Tea/Goldenrod Tea. It also gives you the benefits of both teas. The "Efficient Digestion" is very helpful in slowing down how often you need to eat/drink.

Maybe someone will give you a more definitive answer but I'm pretty sure it's going to be the size of the POI as created in the editor plus some padding of # of blocks. While I could be mistaken here, I have feeling that the answer will never be POI size + X blocks. My assumption is that the POI editor provides the designers with the ability to set specific, custom sizes for the POIs. And so, for example, one POI might be sized to 4 blocks below and another might be sized to 10 blocks below.

POIs reset only the POI boundaries. If you unsure of the boundaries, you can look at it in the POI Editor if you're on PC. Those boundaries are usually not more than a few blocks above or below the actual POI, but may be quite a few extra blocks side to side or front to back, especially for town POI that have to be specific sizes. For example, the two smallest town POI are 25x25 and 42x42. You can't make one that's a different size unless you're also making custom tiles that have that other size or else you are making a wilderness POI. So if your actual POI only needed 38x38, you're going to need to have extra padding around it to equal 42x42. But height doesn't require any specific sizes, so it's usually really close to the size of the actual POI.
