Ok well so I have a ton of mods (figured thats the problem but which one).  It came down to that one of the mods has leveled bartering sauce.  I remembered I had found the top tier one and drank it (adds a bunch of reward perks) I thought what would happen if I take a lower tier sauce will it reset my settings to something lower then I had and sure enough I drank the least powerful one (tier 1 sauce) and it did fix the problem.  I was able to go back to all the traders and get my rewards.  I still don't know what mod added that but don't care I am KILLIN Z'S AND GETTING REWARDS FOR IT.
