Rain doesn't replenish outdoor water sources

If someone wanted to, they could easily remove all the water from an area with just a handful of buckets and some free time. Since rain does not refill outdoor water sources such as ponds, swimming pools, fountains, and drainage ditches, one person could essentially remove all the water from an area and make it so that the only source of water would be dew collectors, which are not really attainable for low level players just joining the server. Sure, there may or may not be a lake 5km away, but if rain worked correctly, it would refill any outdoor water containers.

Not a bug. Rain is just a visual effect and a wetness/temperature debuff. Rainfall isn't tracked and will never refill water areas. That is intentional for a variety of reasons. However, that doesn't mean it might not be changed at some point in the future. But it isn't a bug and if you want it to be a feature request, that would go in Pimp Dreams.
