Windows Bell spawn does not work unless host is doing it

The new 3.0 bells spawn mechanic does not seem to work for players that are not the game host.

If you play multiplayer only the host can spawn zombies via bell, other players can damage and get the sound, but not the zombie game event.
 
Reproduction Steps
Host and 1 player on server.

Host click bell -> zombie spawns
(kill zombies I guess, to ensure not to many)
player 1 click bell -> sound goes of zombie doesnt spawn

We were able to reproduce the issue on our end and have opened a ticket in our internal bug tracking system.
