POIs are placed on a grid. No circles involved. The issue is roads can cut corners to be smoother, leading to issues, but they need smoothing.
Is there a way to tell roads to avoid POI boundaries by 10 blocks? Or allow for POI blocks to follow the terrain at the edges. So if it slopes down naturally it slopes down. Then it would be a matter of making sure POIs are not designed that they go to the edge.
 
Amazing I wounder how it will be with larger worlds
Large worlds will mostly be the same, but whenever it would have run out of space due to small or thin shaped biomes, mountains, craters, lakes, etc, it will often make a small town now instead of nothing. With the Circle 2 biome layout effectively splitting your biome sizes in half, as there are two smaller areas of each biome, it makes them more likely to have towns, especially if you play on smaller maps, like I normally do.
