Windows Server Stuttering and Low FPS visible in server console (Day 69, 6k Map)

Blue mame you... complain about memory issues that I personally cannot reproduce. Your log is filled with warnings I don't get on my server and you have mods listed I don't have.
Now I’m genuinely curious: exactly which warnings in my log are you claiming you’ve never seen on your server? I’ve gone through my logs line by line, and all of them are standard, normal runtime entries, nothing out of the ordinary.
I’ve been hosting 7D2D servers since version 7.5, I’ve dealt with all kinds of server anomalies and log behaviors over the years. Yet somehow you’re pointing out mysterious warnings that I can’t even find myself. Since you’re so knowledgeable, enlighten me please—spell it out clearly, don’t beat around the bush.
You act like I’m talking nonsense about memory leaks. Do you really think the RSS memory climbing past 26GB in the server process just appears out of thin air for no reason? Don’t downplay what’s clearly abnormal resource usage like it’s not a real issue.
Feel free to speak your mind openly, hold nothing back. I’m more than ready to hear your so-called expert insight and see exactly what you’re basing your groundless accusations on.

I'm not sure if there's anything else I can do to make the game run smoothly, or is the server hardware just too weak? We're experiencing constant lag, the zombies don't move smoothly, and driving has become a real test of patience.

Your cpu freq is on the (very) low side with base 2.65GHz. Your symptoms are more likely to be the result of that and/or a slow harddisk (M.2 NVME SSD recommended. If possible PCI-e 4.0). Most certainly not the result of a memory leak.

According to the hosting provider, 20 GB of SSD storage is provided. When I asked, I was told that it is NVMe storage.

So I’m guessing the problem is due to the CPU?

I recon it is. Since you have shared cpu instances (so also depending on other customers usage) and the base clock speed is even below minimum requirements (which are even outdated and should be way higher). I do believe that gamehosters dont apply performance cpugovernors (costs them more money) and will be on default powersave governor. So that would mean you're running at 2.65GHz which just doesnt cut it in current version.

I run a crossplay server that has 8 players on most of the time. No AI problems at all or stutters in any way. But i run a barebone machine (so no shared cpu's) that i run in cpugoverner performance which let the cpu of my Intel XEON E-2276G run at 4.90GHz all the time. If i would have left default powersafe mode on it would run at 3.80 GHz which i dont find satisfying enough. Thats quite a contrast with 2.65 GHz.

-edit- i dont know what you pay now and what your budget is, but i rent barebone from Hetzner who does server auctions. This costs me 50euro per month:

They have datacenters in Falkenstein (Germany), Helsinki (Finland), Ashburn (Virginia), and Hillsboro (Oregon). So if your location and budget permits, you might want to have a look.

I used to pay €6 a month, but we’ve now switched to a different hosting provider. There, we pay €8.99, but the performance is much better. According to information online, the provider uses various CPUs—Intel Xeon Gold 6254 processors, Intel Xeon Platinum 8268 processors, or Intel Xeon E-2288G—though unfortunately they haven’t told me exactly which one, but it runs much better and without any lag.
