Windows Walking speed can be modified in third‑person view even when creative/debug mode is disabled.

Why can't I reproduce it? Did you enable the DM command?

I reproduced this bug. Indeed, using the =+ and -- keys on a full keyboard can increase and decrease the speed. It's simply terrifying.
 
Hello 0xCC, was able to reproduce the issue using the god speed modifiers.
