Would be nice, but I have a feeling we'll never get the plasma baton.

People complained that lv 4 and 5 were not different enough, so they changed lv5.

Level 4 needs to go as well. There is already a 50% chance on power attacks book. Changing level 4 to apply the charge chance to light attacks would be good enough.

Yeah, old setup it was too OP. People acting like changing one perk level makes it useless now or something. The DOT with the shock is now a lot higher with that perk level so it deals more damage with its shock versus just being able to shock/ragdoll more often. I really don't see the issue here. It isn't a nerf at all.
