Tier 4 quests not refreshing on new day

Tier 4 quests are not refreshing on the new day. The quests unlocked as normal, but have failed to repopulate after two new days. Tier 3 quests are repopulating as normal. Trader Jen, burnt forest, default map
 
Reproduction Steps
I don't know if there was anything specific, I just progressed to tier 4 as normal and did the original quests generated

I know that if you turn off enemies that you're quests will max out at tier 3. You clearly have enemies turned on though. Have you tried validating your files to see if that fixes it? It also looks like you might be running mods, does the issue persist without the mods?
