Motor tools animation should be disabled when their fuel tank is empty

I want more tiers of motor tools cuz the ones we have are kinda crap

And motorized melee weapons like a chain spear

I wish TFP someday will add jackhammer as mechanized harvest tool for breaking rocks (instead of current auger which must work only on dirt surfaces)
