V2.3(b9)
Tested with SMG-5 T5, AP 9mm bullets with Anti Rad mod against Radiated Soldier with headshots.
Damages are Lv0-5 like this: 108,122,130,137,144,122
This bug happens to all guns and bows.
Reason:
perkPenetrator is missing value 5 in items.xml, after upgrading to 5 because there is no value game uses Lv1 value.
