Windows Scammer and TOS violation

I'm not exactly sure where to post this, so figured here was as good a place as any. Something needs to be done about this guy. He's trying to charge people to download content stolen from actual modders. Pretty sure that's a TOS violation. All his links are listed on the youtube video page.

I went to his site and it doesn't seem like he is stealing other people's content. What he is offering is a mod pack with a specific list of mods in a specific order, mods that you can download for free and install yourself. No claims that these are his mods.

Yeah, we already looked at him. He isn't technically distributing the mods, he just gives you a list of links. Why anyone would pay money for such a thing is beyond me.
