World settings: no special enemies

I think it would be great if we could turn off special enemies in the game for the sake of consistency and control. They more often than not cause problems due to ignoring other world settings (such as no running) and just causing mischief where and when we dont want it.
Special enemies example: dog, vulture, screamer, fat cop.

You mean except for the fact they can run or even fly on walk only settings?
