I've noticed that you can easily deal with a horde of zombies from a standing position if you only aim for the heads because they die instantly from critical damage, causing their heads to explode, or they stumble and prevent the zombies behind from advancing toward you.
But if some zombies could continue chasing you without their heads and without stumbling, it would force you to think quickly to run or jump to a safe area. It would also force me to use more ammo, which is necessary because I'm constantly stockpiling.
I play on Insane difficulty with the zombies running on Nightmare, and I think it would be quite manageable and would add more fear and risk to the game.
