Can't find a PvP server without a huge list of rules and no raid

I want to hide and build a base and raid but there are no server that do this except ones with limited raiding and a big list of laws.

The game is centered around PvE, not PvP, so finding a decent PvP server is already hard enough as is. I would be surprised if you find one that provides exactly what you are looking for.

Aren't the server pop maxes a bit low for PVP anyway?
Try Rust, it sounds like exactly what you want.
