Windows no plague spitters

I searched twice and did not find this mentioned. I do not find plague spitters in the desert biome or elsewhere. In my first playthrough on v2, I did not have animals either. I uninstalled the game and reinstalled; no mods. I now have animals but still no plague spitters are showing, whether I stand by POIs, wander the desert, or simply stand there.

Yes, regular, feral, and irradiated zombies as normal. After getting the burnt biome badge, I did enough missions to get the mission to seek the desert trader, so I am not sure if there is something else that is needed to trigger? I have all the other requirements for the desert biome badge. I just went to the winter biome and no frostclaws either. Gamestage 79, level 34

Maybe it is a time of day and POI sort of thing, or the progression may not be high enough.
 
Have you played using mods in the past? If so, you might need to go deeper into your pc and wipe out any remnants from the old mods.
